SACRAMENTO, CA — The California Fair Political Practices Commission (FPPC) today announced the appointment of Judy B. Lloyd to serve as a Commissioner. Lloyd was appointed by the Office of State Controller Malia M. Cohen.

Lloyd brings decades of experience in public service, business and community leadership. She currently serves as Founder & CEO of Altamont Communications Strategies and has held positions at the federal, state and local levels of government throughout her career.

“We are pleased to welcome Judy to the Commission,” said FPPC Chair Adam E. Silver. “Her extensive experience in public service and her commitment to serving California communities will bring an important perspective to the Commission and our work to promote transparency, accountability and public trust.”

Lloyd began her public service career in 1983 and later served as special assistant to U.S. Senate Majority Leader Bob Dole. She also served as an appointee of two U.S. Presidents at the U.S. Departments of Agriculture and Labor. In 2005, Governor Schwarzenegger appointed her as an alternate member of the California Coastal Commission. From 2015 to 2020, Lloyd represented the communities of Alamo, Danville, Diablo and San Ramon as a senior district representative for then-State Senator Steve Glazer.

In addition to her public service, Lloyd has extensive experience in business and community advocacy. From 2020 to 2024, she served as President & CEO of the Danville Area Chamber of Commerce and has held leadership roles with several state, business, and community non-profit organizations. In 2020, she was inducted into the Contra Costa Women’s Hall of Fame and in 2026 earned an award at a national women’s conference for her commitment and perseverance.

“I am honored to join the Fair Political Practices Commission and grateful to State Controller Malia M. Cohen for the opportunity to serve,” Lloyd said. “I look forward to working with my fellow Commissioners and FPPC staff to support the Commission’s important work and uphold California’s commitment to transparency and accountability in government.”

The five-member Fair Political Practices Commission is responsible for administering and enforcing California’s Political Reform Act, including laws governing campaign finance, conflicts of interest, lobbying and governmental ethics.

The mission of the Fair Political Practices Commission is to promote the integrity of state and local government in California through fair, impartial interpretation and enforcement of political campaign, lobbying and conflict of interest laws.
